Article I. Name
The official title of the organization is the Lexington Community College Athena Club. The accepted abbreviated form is the Athena Club and may be designated simply SIA.
Article II. Purpose
It is the purpose of the SIA to: (A) assume an advocacy role on behalf of students with disabilities, (B) make students aware of opportunities available to individuals with disabilities, (C) educate the community and help to dispel myths surrounding disabilities, and (D) provide interpersonal support and social activities.
Article III. Fiscal Year
The year shall be considered that period of time from the last Tuesday in September through the Monday before the last Tuesday in September of the following year, inclusive.
Article IV. Membership
Section I. Regular Members
Anyone may become a regular member of SIA by payment of dues in the amount of $3 for the fiscal year.
Section II. The Director of Disability Support Services, faculty sponsors and/or advisors shall be considered ex-officio, honorary members. Honorary membership may also be bestowed upon any other individual merely by a majority vote, as defined.
Article V. Officers
Section I. The Officers
The officers of the SIA are the President, Vice President, Secretary, and Treasurer. Officer elections shall be held at the first meeting of the fiscal year. Officer’s duties are outlined in Article V, Section II of the by-laws.
Section II. Officer’s Duties
Paragraph 1. The President
The President: (1) shall preside at all meetings, (2) shall be an ex-officio member with a vote on all committees, (3) shall not vote in regular meetings unless a tie must be broken, (4) shall maintain parliamentary procedure and (5) shall represent the SIA whenever necessary unless another representative is so appointed.
Paragraph 2. The Vice President
The Vice President: (1) assumes Presidential responsibilities in the event of absence from or vacancy of the position of the President, (2) shall assist the President, (3) shall represent the SIA in Presidential absence, (4) shall appoint chairpersons to such committees as become necessary, and (5) shall oversee/assist committees.
Paragraph 3. The Secretary
The Secretary shall: (1) keep minutes of all meetings, (2) be responsible for correspondence, (3) oversee mailings, (4) oversee posting meeting notices, and (5) oversee general publicity.
Paragraph 4. The Treasurer
The Treasurer, along with the Disability Support Services Director, shall oversee all receipts, expenditures, and bookkeeping for the SIA. The Treasurer shall also keep updated records on membership dues. A Treasurer’s report shall be issued at every meeting, according to the agenda.

The frequency, time, and place of meetings shall be agreed upon by the membership.

Section II. Quorum
A quorum is defined as a simple majority of the active members. In an emergency, the executive committee may vote on any business that can not wait.
Section III. Tabling
A motion, or article of business may be tables (put on the list of old business for the next meeting) by a majority vote of the members present.
Article VIII. Absenteeism
Section I. Officers
An officer who issues two consecutive meetings without advance notice and/or just cause will be considered to have resigned. Just cause will be decided by a majority vote of the executive committee and faculty sponsorship. In the event of a vacant position, the President, conferring with the executive committee, will appoint a successor to serve in that position until such time as elections can be held. This appointment is temporary and the position is officially vacant until the next election. A current officer may be temporarily appointed to the vacant position, thus holding two positions for a time. In the event of Presidential resignation, the Vice President becomes President and a new Vice President is appointed, as though that position had been vacated.
Section II. Members
No member shall be removed for lack of attendance. However, after two consecutive absences, a member shall be considered inactive. Attendance at one regular meeting restores a member o active status, and only active members have the right to vote.
Article IX. Amendments to By-Laws
These by-laws may be replaced, amended, or otherwise altered at any
regular meeting by a simple majority of the members present, according
to the rules for articles for business.
